Securing our Nation's borders

My first proposal will be on how to resolve the issue of securing our Nation's borders.  This proposal will deal with securing the borders only!  The problem of the millions of illegal's that are already here is a different issue and will be addressed at the proper time.  It is my firm belief that if a person is hemorrhaging from a life threatening wound, we first must stop the bleeding before we treat the wound.  That being understood, my proposition follows:

 1)  Create a 1/2 mile wide "Secure Zone (S.Z.)" along the length of our Southern land border.  Do this by having the Congress designate this S.Z. as a Military Installation.  According to the U.S. Constitution, Congress has the power to do this and we all know it's true given the number of Military Installations that exist within our Nation.

 2)  Enact a dynamic "enlistment program" for the U.S. Army to attract new recruits by assuring them that if they enlist for a three year hitch, they will serve on our Nation's Southern border and will be responsible for the security of that border.

 3)  As this will be a "secure" Military Installation, there will be not one but two fences built along the entire length of our Southern land border (from Texas to California).  U.S. Army personnel will receive training in the specific M.O.S. categories that Army Commanders deem necessary to accomplish the mission of securing our border.  As well, since it will be a Military Installation, anyone attempting to cross our border through the S.Z. will be guilty of a Federal crime and this will greatly change how we prosecute those who try.

 4)  Designated lengths of this S.Z. will be named after the victims of 9/11 in their memory.  This length will be determined by the actual milage divided by the number of American citizens who lost their lives on 9/11, being mindful that in future action we will apply this same proposition to our Northern land border.  For example:  a one mile length of the S.Z. may be named Camp John Doe, and the next Camp Jane Doe and so on and so forth.

As with any proposition there are positives and negatives and this is true with my proposition.  Due to the number of "negatives" I will address them first.

Negative Impacts upon our society are as follows:
a)  there will be a drastic negative impact on the number of illegal's who cross our southern border with the enactment of this proposition.
b)  there will be a drastic negative impact on the amount of illegal drugs that are smuggled across our southern border.
c)  there will be a drastic negative impact on the life threatening danger our Border Patrol officers face 24/7/365 with the enactment of this proposal.
d)  there will be a negative impact upon the economic slow down along our southern border due to the assignment of thousands of military personnel and their financial boost to local,county,state economies.
e)  there will be a negative impact upon the job loss of the local areas along our southern border as it always follows "where the Army goes, so go many opportunities for civilian jobs.
f)  there will be a negative impact upon the under funding of the local educational systems due to the influx of military families and the need for their children to attend schools.
g)  there will be a negative impact upon the overtaxing of the local health care systems due to the requirement to provide free medical care to illegal's as there will be far fewer illegal's needing medical care.
h)  there will be a drastic negative impact upon the "white slave" trade that flourishes along our southern border.
i)  there will be a negative impact on the economic hard times faced by local businesses along our southern border with the influx of these military personnel which will reach all areas of the economy.
j)  there will be a drastic negative impact on crime.

These are just a few of the "negatives" that this proposition will cause and due to publishing constraints, I will allow you the learned reader to contemplate the many, many other "negative" impacts this proposition will have upon our society and our Nation.

Now, for the positives:

This proposition is "doable" and considering the recent SCOTUS rulings in the area of Eminent Domain and the power of Congress as stated in the U.S. Constitution, the only reason this won't happen is because, well, because IT WILL WORK !
