For my second proposal in the series titled "If I were King", I would like to offer a solution to the issue of Roe v. Wade.

If I were King, I would submit to Congress two solutions and give them the choice of which they would enact.

1)  The Congress would enact legislation setting aside the SCOTUS ruling of Roe v. Wade citing that SCOTUS had abused it's Constitutional powers by "legislating from the bench" and their ruling is null and void.  This action would return the issue of legalized abortion to the individual States for them to determine how they will deal with the issue.

Contrary to the lie of the far left, should Roe v. Wade be overturned, the women of America will not be forced to return to "back alleys and coat hangers".  Simply put, with the overturning of Roe v. Wade, the issue would return to each individual State (where it Constitutionally belongs) to determine their stance on the issue of legalized abortion.  Each State's citizens would have the right to make that determination through elections/amendments  and this is the Constitutional way to resolve this issue.

2)  The Congress would enact legislation creating a Federal Law which stated the following:

"With regards to the medical practice of abortion, the practice will be limited to these circumstances: a) Rape
b) Incest
c) Life of the Mother
In order for a woman to qualify for an abortion within the United States, one of these three criteria must me met. 

In the instance of rape, there must be submitted to the Doctor a valid Police Report of the rape with all pertinent information concerning the circumstances.  Should the woman be underage, there must also be proof of written notification to the parent(s)/legal guardian of the pending medical procedure.

In the instance of incest, there must be a valid Police Report submitted to the Doctor of the circumstances surrounding the act and the name of the perpetrator must be included.  Should the woman be underage, there must also be proof of written notification to the parent(s)/legal guardian of the pending medical procedure (with the exception of the possibility that the offending party be a parent/legal guardian).

In the instance of life of the mother, there must be at least two certified statements by licensed Doctors agreeing that the life of the mother is in grave danger if the pregnancy is allowed to continue to full term status.  Life of the Mother is defined as meaning:  that the pregnancy, should it not be terminated, will result in the mother's demise and/or result in permanent physical disability.  Should the woman be underage, there must also be proof of written notification of the pending medical procedure to the parent(s)/legal guardian.

These three categories are the only circumstances which abortion will be considered legal within the United States.  Any other abortive procedure will be considered a violation of Federal Law and  those medical personnel performing the procedure will be prosecuted for 1st Degree Manslaughter.

Citizens,
The simple truth is this issue could have been resolved many years ago were it not for the cowardice of Congress.  Our elected officials refused to perform their Constitutional duty concerning this issue for fear of the "blowback" from their supporters.  Instead of doing what was right and required of them and resolving this issue, they simply allowed SCOTUS to take advantage of their cowardice and legislate from the bench.  As well, our elected officials (on both sides) have been using this issue as a "hot button" campaign issue since the enactment of Roe v. Wade.  It creates mass support at the polls and mass contributions to their campaign coffers.  This is SIMPLY WRONG and unacceptable.  It is time to put this issue to rest and this proposal is the best way to accomplish that goal that I have seen offered to the American People.

Then there was the woman who lost two sons to that war in a far away jungled land.

One to a bullet fired from a never seen enemy snipers gun which pierced his heart.  he fell and died face down in bloodied sand.  He never quite knew why he was there and was puzzled even more by the actions of his brother, the one who didn't care.  Just at the moment he drew his last breath, with comrades returning fire at an unseen fear, he looked towards the setting sun, westward to the land he called home.  He couldn't speak and slowly exhaling, his eyes closed upon one silent, lonely tear.

They told her he was a hero, a proud son of liberty.  She got a folded flag and a telegram from someone she never knew who said her son had died so that all men could be free.  She thought about their words, the explanations were thin at the very least, but finally, she understood and agreed that what he had done was good and his death was not in vain and in his memory, she planted a tree.

The other to a billy club wielded by an officer of the peace, a man blinded by fear, who was never able to understand how Americans could demonstrate, desecrate and refuse to obey the orders of the Government and have such disrespect for the police.  The club crushed the fragile bones just above and in front of his left ear and as he fell to the officer's feet , his eyes turned southward to a far away land he called home.  He thought of the brother who would kill people in a jungled land and he wondered why God ever bothered to create such a man?  Just at the moment he drew his last breath, with comrades shouting "Peace" and "Stop the war", exhaling, he lowered his head into the pool of blood staining the steps of the courthouse door.  A loving comrade reached out and wiped away one silent, lonely tear.

They told her he was not responsible for his actions, but that "drugs" had destroyed his sense of right and wrong.  They gave her his few possessions bundled up in a pillow case tie-dyed and closed with a long since discarded sandal's thong.  She thought about their words, the explanations were thin at the very least, but, finally, she understood and disagreed.  What he had done was good.  He had died so that all men could be free and his death had not been in vain and in his memory, she planted a tree.

Then there was the little boy next door who loved the little girl with pig tails and a turned up nose.  They met every summer evening in the shade of the twin trees that grew so tall, so strong, in the back yard of the run down old house where that crazy lady lived.  Their love was stronger than their fear of her finding them together there, so they embraced and dreamed of tomorrow.   They never saw the sad old eyes behind the darkened window pane and just as she drew her last breath, she looked again toward the trees, wiped away one silent, lonely tear, slowly exhaling, she smiled and knew that after all her sons had not died in vain.

An Open Letter to:

Senators Clinton and Obama


Senators;

You both have been passionate in your individual declarations that if elected President, you will
immediately implement actions to end the war in Iraq and bring our troops home.  With regards
to these assertions, I have a couple of questions that I would like you to answer please.

1.  What about Afghanistan?

2.  Given the fact that WWII and the Korean Conflict have been over for many, many years, will
you each pledge to finally bring home our young men and women who still serve throughout the
European Theater, the Pacific Theater and in Korea (some are actually third generation family
members serving in these Theaters)?  Do they not deserve to finally come home?  How long must
we be engaged in having a Military presence in these Theaters?  Have we not engaged in enough
Nation Building in these Theaters?

I await your answers with bated breath.

From where I sit, this is a fairly accurate depiction of the political ideologies that are currently struggling
for power within our National Government.  You may agree, disagree or have additional names to include in the various categories.  Feel free to do so.

My first proposal will be on how to resolve the issue of securing our Nation's borders.  This proposal will deal with securing the borders only!  The problem of the millions of illegal's that are already here is a different issue and will be addressed at the proper time.  It is my firm belief that if a person is hemorrhaging from a life threatening wound, we first must stop the bleeding before we treat the wound.  That being understood, my proposition follows:

 1)  Create a 1/2 mile wide "Secure Zone (S.Z.)" along the length of our Southern land border.  Do this by having the Congress designate this S.Z. as a Military Installation.  According to the U.S. Constitution, Congress has the power to do this and we all know it's true given the number of Military Installations that exist within our Nation.

 2)  Enact a dynamic "enlistment program" for the U.S. Army to attract new recruits by assuring them that if they enlist for a three year hitch, they will serve on our Nation's Southern border and will be responsible for the security of that border.

 3)  As this will be a "secure" Military Installation, there will be not one but two fences built along the entire length of our Southern land border (from Texas to California).  U.S. Army personnel will receive training in the specific M.O.S. categories that Army Commanders deem necessary to accomplish the mission of securing our border.  As well, since it will be a Military Installation, anyone attempting to cross our border through the S.Z. will be guilty of a Federal crime and this will greatly change how we prosecute those who try.

 4)  Designated lengths of this S.Z. will be named after the victims of 9/11 in their memory.  This length will be determined by the actual milage divided by the number of American citizens who lost their lives on 9/11, being mindful that in future action we will apply this same proposition to our Northern land border.  For example:  a one mile length of the S.Z. may be named Camp John Doe, and the next Camp Jane Doe and so on and so forth.

As with any proposition there are positives and negatives and this is true with my proposition.  Due to the number of "negatives" I will address them first.

Negative Impacts upon our society are as follows:
a)  there will be a drastic negative impact on the number of illegal's who cross our southern border with the enactment of this proposition.
b)  there will be a drastic negative impact on the amount of illegal drugs that are smuggled across our southern border.
c)  there will be a drastic negative impact on the life threatening danger our Border Patrol officers face 24/7/365 with the enactment of this proposal.
d)  there will be a negative impact upon the economic slow down along our southern border due to the assignment of thousands of military personnel and their financial boost to local,county,state economies.
e)  there will be a negative impact upon the job loss of the local areas along our southern border as it always follows "where the Army goes, so go many opportunities for civilian jobs.
f)  there will be a negative impact upon the under funding of the local educational systems due to the influx of military families and the need for their children to attend schools.
g)  there will be a negative impact upon the overtaxing of the local health care systems due to the requirement to provide free medical care to illegal's as there will be far fewer illegal's needing medical care.
h)  there will be a drastic negative impact upon the "white slave" trade that flourishes along our southern border.
i)  there will be a negative impact on the economic hard times faced by local businesses along our southern border with the influx of these military personnel which will reach all areas of the economy.
j)  there will be a drastic negative impact on crime.

These are just a few of the "negatives" that this proposition will cause and due to publishing constraints, I will allow you the learned reader to contemplate the many, many other "negative" impacts this proposition will have upon our society and our Nation.

Now, for the positives:

This proposition is "doable" and considering the recent SCOTUS rulings in the area of Eminent Domain and the power of Congress as stated in the U.S. Constitution, the only reason this won't happen is because, well, because IT WILL WORK !
